GLONASS is the only system in the world that provides free access to the civilian global positioning signal in two frequency bands L1 and L2 to consumers around the world.

The basis of the GLONASS system is 24 spacecraft, which move in three orbital planes, 8 vehicles in each plane, inclined to the equator at an angle of 64.8 °, with an orbital altitude of 19100 km and an orbital period of 11 h 15 min 44 s. The chosen structure of the orbital constellation ensures the movement of all spacecraft along a single path on the Earth’s surface with its repeatability after 8 days. Such characteristics ensure high stability of the orbital constellation of the GLONASS system, which practically makes it possible to do without correcting the orbits of spacecraft during the entire period of their active existence.

Currently, the development of the GLONASS project is carried out by the State Corporation “Roscosmos” and the ministries and departments of Russia: the Ministry of Defense, the Ministry of Internal Affairs, Rostekhnadzor, the Ministry of Transport, Rosreestr, the Ministry of Industry and Trade, Rosstandart, Rosaviation, Rosmorrechflot, FANO.

The head organization for the development and use of the GLONASS system is JSC Russian Space Systems . The head organization for the GLONASS space complex is JSC Information Satellite Systems named after Academician MF Reshetnev .

The operator of the state automated information system “ERA-GLONASS” is JSC “GLONASS” . The federal network operator in the field of navigation is NP GLONASS .

Operational round-the-clock monitoring and confirmation of the characteristics of the GLONASS navigation field is carried out by the Information and Analytical Center for Coordinate-Time and Navigation Support of TsNIIMash JSC .
