The MoU explains that Québec will invest $316M USD (half in preferred equity and half as loan) in Telesat‘s Lightspeed LEO constellation, and Telesat will move part of Lightspeed manufacturing to Québec, worth invest about $1.2 USD billion, including a Network Operating Center; a Satellite Control Center; a Cybersecurity Operations Center; an Engineering Lab; and an advanced landing station providing secure communication links to the constellation.
Telesat is investing $5 billion into its new Lightspeed LEO constellation. Thales Alenia Space will receive a $3 billion manufacturing prime and will establish the final manufacturing of the advanced Lightspeed satellites at an assembly, integration, and testing facility in Québec. MDA will manufacture the phased array antennas in Québec.
